Republican incumbent Tom McClintock advanced from California's June 2026 top-two primary with roughly 61% of the vote, facing Democrat Michael Masuda in the November 3 general election. The district's partisan lean, reflected in a Cook Partisan Voting Index around R+10, combined with McClintock's long tenure since 2009 and limited Democratic opposition, underpins trader consensus favoring the Republican Party. Forecasters rate the seat Solid or Safe Republican, with no significant late developments altering the matchup or voter trends ahead of Election Day.
