Preliminary Statistics Canada data released March 18 revealed Canada's first annual population decline on record in 2025, down over 100,000 people or 0.2%, driven by a sharp exodus of 171,000 non-permanent residents like international students and temporary workers amid federal caps. The Parliamentary Budget Officer's February analysis projects flat population growth for 2026 under the 2026-2028 Immigration Levels Plan, targeting 380,000 permanent residents and 385,000 temporary arrivals—reductions stabilizing inflows after 2025's record quarterly drops. This policy-induced moderation underpins trader consensus at 57% for "No," implying any 2026 decline would trail 2025's historic benchmark, with next quarterly estimates due mid-year potentially shifting assessments.
